Why there are no terms yet
Identified while authoring TIER on 22 August 2026, from two vocabularies that had each smuggled procurement into an ordinal scale. A materials-retrieval system's brand positioning list carries trade-only alongside value-to-luxury, while its own distribution_model dictionary already carries that value properly - the same fact recorded in two places, one of which is the wrong kind of place. A project-materials database's budget bands carry institutional and public_sector alongside budget-to-luxury, and those are precisely the two values that break that ladder's ordering. All three were refused entry to TIER rather than widening it, so they currently have nowhere canonical to go. Not yet authored.
Recorded in ADR 0001 section 9 and identified by the crosswalk-residue test in TAX-14.
